{{URLUtil.verifyUrl()}} was used by {{UrlValidator}} to validate urls but it
was a different logic than client side validation which was based on RegEx. In
Struts 2.5 it was unified, there is no replacement. You can always copy/paste
the source of the {{URLUtil}} and used it internally.
