Fix For: 2.3.25, 2.5.x
{{JakartaStreamMultiPartRequest}} will throw {{IllegalArgumentException}} with
message "Prefix string too short" when trying to submit form with empty file
input - [source|http://stackoverflow.com/q/34629223/1700321].
Same exception will be thrown on submitting a file with name shorter than 3
characters.
