(y) Looks good.
I think it is ok if:
1) w/o {{DEFINITIONS_CONFIG}} -
{{StrutsWildcardServletTilesApplicationContext}} will load only from
{{/WEB-INF}} (no sub-folders) all {{tiles*}}
2) with {{DEFINITIONS_CONFIG}} - load all specified files
And both ways should work in more restricted environments like in this issue.
