It doesn't create session even if store is set to *SESSION*, see this code
example (copied from the above):

public Locale store(ActionInvocation invocation, Locale locale) {
//save it in session
Map<String, Object> session =
invocation.getInvocationContext().getSession();
if (session != null) {
.....
}
{code}
{{getSession()}} won't create a session, that's why there is a check for
{{null}}, if session already exists it will be used to store the locale, in
other case it will be ignored.
