Struts 2.3.x and 1.3.x are now both now EOL, so should be removed [1] from the
mirrors:
https://dist.apache.org/repos/dist/release/struts/
They can still be linked from download pages, but such links should point to
the archive server.
Please remove the old releases from dist.a.o (fix any links first!).
