The StrutsException was switched to TypeConversionException in these classes:
* DateConverter
* NumberConverter
* XWorkBasicConverter
Required tests were added in these classes:
* DateConverterTest (New class)
* NumberConverterTest
* XWorkBasicConverterTest
It was necessary made adecuations to test the Date Formatting when Java is 9 or
greater due to the JEP 252
TypeConversionException was moved into org.apache.struts2.conversion
