Well I went back to 2.5.30 and the logic for getGlobalDateFormat() and
findProviderInStack(ValueStack stack) is not there.  Was introduced in WW-4799.

So might be a bogus message.

context.getValueStack(), the context is an ognl.OgnlContext@c72318fe so may not
have a valuestack?

To fix it:

ParametersInterceptor

//keep locale from original context
newStack.getActionContext().withLocale(stack.getActionContext().getLocale());

needs : .withValueStack(stack);

newStack.getActionContext().withLocale(stack.getActionContext().getLocale()).withValueStack(stack);
