Description:
*Issue:* Unexpected IllegalStateException error reappearing in the jserver.log
after Struts 6.3 upgrade.

*NOTE:* RedHat recommended following configuration to fix the "{*}Unexpected
IllegalStateException error{*}" in server logs.
In struts.xml
*<constant name="struts.handle.exception" value="false" />*
We applied this configuration in Struts 2.3, and it was resolved. But now it's
appearing in Struts 6.3 (post 2.3 to 6.3 migration). It seems this
configuration is not working in Struts 6.3. Could you please help us in
resolving this issue in Struts 6.3.
