We should probably aim to keep Jakarta dependencies aligned as per the web
profiles -

i.e. If we bump servlet.jsp-api we should also bump el-api and servlet-api
Although I'm also concerned upgrading these dependencies could lead to us
inadvertently breaking compatibility of Struts 7.x with Tomcat 10.x (and
requiring Tomcat 11).
