Upgrade OGNL from 3.4.14 to
[3.4.15|https://github.com/orphan-oss/ognl/releases].
OGNL 3.4.15 includes orphan-oss/ognl#660 (3.4.x backport of #658):
{{OgnlRuntime.hasSetProperty}} no longer reports a property as settable when
its only backing member is a static or final field, which {{setFieldValue}}
refuses to write. {{CompoundRootAccessor}} relies on that answer to decide
which value stack object takes a parameter, so it now matches what OGNL can
actually write.
Builds on WW-5759, which moves Struts to OGNL 3.4.14.
