Follow-up to [WW-5791|https://issues.apache.org/jira/browse/WW-5791].
Two behaviours of {{StrutsBootServer}} have no test:
* the error page for a 404 (unknown action) and a 405 ({{httpMethods(...)}}
restriction) carries no stack trace and no Tomcat version — today only the 500
page is checked;
* {{struts.boot.address}} set to an address that cannot be resolved fails
startup with a {{ConfigurationException}} naming the address, and leaves no
Tomcat base directory behind.
