Follow-up to [WW-5791|https://issues.apache.org/jira/browse/WW-5791] (review of
PR [#2053|https://github.com/apache/struts/pull/2053]).
{{ActionDefinition#method(String)}}, {{#result(String, String)}} and
{{#redirectAction(String, String)}} accept a {{null}} or blank method or result
name. The bad value only surfaces later, while the registry is translated into
{{ActionConfig}} / {{ResultConfig}}, with a less clear error.
Expected: these setters throw a {{ConfigurationException}} immediately, naming
the action and the invalid value, like {{result(...)}} already does for a
non-{{.ftl}} path.
