What error is there in the error log on the server?
[It is probably easier to send your problem to
users{_AT_}subversion.apache.org, with as much details as possible. We don't
use the issuetracker as discussion forum.]
Note that 1.4.x is out of support for many years now. The recommended versions
are 1.8.x and 1.9.x.
