Encountered this issue while trying to integrate visual studio's external 
command feature with svn 1.9.4 via python script (meld program).
For some strange reason visual studio passes file path to external command in 
lowercase. Python software happens to execute subversion with current directory 
extracted form command line argument passed by visual studio.

>From the user point of view the "svn status" command the behavior looks

checkout containing file doc/README:
