When Subversion is compiled from source and {{--prefix}} is not passed,
{{/usr/local}} is assumed but is not correctly passed to {{localedir}}, thus
{{SVN_LOCALE_DIR}} contains a bogus path:

--with-apr=/usr/local/apr --with-apr-util=/usr/local/apr --without-apxs

#define SVN_LOCALE_DIR "NONE/share/locale"

If you pass {{--prefix=/usr/local}} all is fine but is a mere workaround to the
issue. I consider lines 210 to 215 in {{configure.ac}} to be erronous.
