What would you have us change?  If we changed the order to make 1.9.6
emit headers in the same order as 1.8.x, then it would emit headers in
an order different to 1.9.5.  One of the two upgrade paths has to have
this order difference.

It would have been better not to change the order at all, of course, but
that ship has sailed.

For what it's worth, I agree that emitting bitwise identical dumps is
a good behaviour to have; however, you should never assume that
different versions produce equal dumpfiles given equal source data — for
example, because optimisations to to the binary deltas generator could
also result in bitwise-different dumps that are semantically equal.

All that said, we do not hold discussions in the bug tracker.  When
