Please note that svn cleanup (and the equivalent command in TortoiseSVN, at 
least if run with all options under Clean up working copy status) will create 
the tmp folder if it is missing. The OP in Stackoverflow claim that cleanup 
didn't work, I presume they didn't select the appropriate options.

When reviewing the comments in Stackoverflow, one user say that the tmp filder 
was already in existance and they had to remove it and then recreating it. A 
fix for this issue will not help in that case.
