Which version of the Subversion client (in this case, TortoiseSVN) are you 
using?

Please could you use the Subversion +command line client+ (svn.exe) to run the 
'svn log --verbose' command on some affected revisions; does the "false" prefix 
appear there too?

(If you don't have the command line 'svn.exe' program installed, the 
TortoiseSVN installer has an option, which is off by default, to install the 
Subversion command line tools.)
