Wow, this issue was raised like more than 7 years ago, and nothing was done.
Can I say "wow" again?
To be honest because of this "little" issue I can't recommend it to other
people. 
You (OpenOffice crew) have to understand youre audience. You're audience is in
a large part students and teachers who need to prepare their documents, and who
need for style sake to add a graphical border.
Other people need to print booklets that need a graphical border as well.
Others need to print certifcations as someone else commented earlier.
So I'm trying to understand why this issue is getting so less attention. 
If this will never be done it should be stated so, if not, there should be a
deadline for it, or a version that will include it. Without a deadline nothing
will be done, really. 

P.S. Because of this "little" issue, I bought Microsoft Office 2007 and use it
ever since.
