The vertical alignment issue turns out to be a bug in OpenOffice's Word 97
IMPORT filter.  The vertical alignment shown in Word itself is better than the
vertical alignment shown when the Word file is re-opened in OpenOffice (which
is different from the vertical alignment shown in OpenOffice before and after
saving as Word; you have to actually close and re-open the file to see the
change).

Meanwhile I managed to change my input program to specify more accurate
min-width properties on the frames, but it would still be nice if this
"sometimes it's 1 twip out" bug could be fixed.
