When converting between twips and other units, especially when doing so for
calculating bounding boxes (auto-sizing frames etc), it would be good if
rounding were always UP not down. I believe part of bug #117344 (auto-sized
frames sometimes being sized 1 twip too narrow when saved to Word 97 format) is
due to something rounding down instead of up.
