The help default.css file which is supposed to take care of the problem 

The header indicates this file has not been changed since OO 2.0 which begs the
question. Did the installer install the correct file. If so, XP seems to be
ignoring what is in it.  Few users are css savy, so a work around will need to
be explicit, and tested.  

I was a methods analyst and documentation specialist before I was disabled. I
can help in that regard.
