Yes some frames are positioned incorrectly - but this is a known problem (issue 25757, issue 46918, issue 58791, issue 58557 and some others relating to compatibility of Writer's and Word's frames). Yes, one can report several problems in one summary / desciption like this - but this can not be handled properly in a tracking system and won't make it a valid issue.
