Here is the summary:
We'd like to make every new pasted picture anchor "as character" (instead of
"To paragraph" by default).

In OOO 3.2.1, it was possible to do so using these steps:
1. Insert a picture and change its anchor to "as character"
2. Update this style to "Graphics" in "Styles and Formatting" dialog (F11)

But in OOO 3.3, these steps have no effect.

No idea if this change is by design or a bug.  If it's by design, then please
change this bug to "Enhancement" so that it's possible to change some config so
that every new pasted picture is automatically anchored as character.
