I agree whole-heartily with this being an issue/bug.   I have done my best to
use OpenOffice as much as possible -- vs using MSword.

But the lack of being able to outline(initial brainstorm/drafting documents) is
a gaping hole in OoO.   MSword has done it for over 12 years.  Got me through a
lot of writer's block (Master's and Work Documentation).

I am surprised that there are not more requests for this feature.....thus the
developers not taking it seriously.       

But I am still trying to avoid MSword. Really need this feature.
