This is still a problem in LibreOffice 3.3 and 3.4.

In Linux Mint with LibreOffice 3.3.2 and Arial font (actually, the problem is
evident to a greater or lesser extent with all fonts I tried) the vowels are
off-center by part of a character, both in OO and in the exported PDF.

In Windows 7 with LibreOffice 3.4, in general, everything is correct in OO and
the exported PDF. However, if you bold or change the font size of the first
letter of a word, the spacing of that letter (the whole letter not just the
vowel) is sometimes made wrong. Either it overlaps the letter that follows, or
there is a too-large space between them. This too has been verified for me with
several different fonts.
