Adding an HTML footer or header to HTML doc will correctly show the header or
footer on all pages, but if the doc is saved, closed, and then reopened, the
header or footer will only appear on odd pages.

I'm creating the HTML from 'Blocks of HTML' that we're previously created with
OO, but that seems irrelevant since I get the same result when starting with a
blank page and creating a multipage HTML doc in OO. - see attachment

The issue for me is that the HTML I"m creating has a "Must have page numbers
reguirement" to be legal so I'm really hoping this can be fixed soon.

Another point likely related is that swriter.exe has the option to add HTML
header/footers, but sweb.exe does not so it looks likely that the FOOTER is not
fully implemented:

<DIV TYPE=FOOTER>
    <P STYLE="margin-top: 0.2in; margin-bottom: 0in">Page <SDFIELD TYPE=PAGE
SUBTYPE=RANDOM FORMAT=PAGE>4</SDFIELD></P>
</DIV>

In addition a doc with a FOOTER that is open in sweb.exe will be saved by
sweb.exe without the FOOTER.
