The SystemML extra jar contains jcuda jars for the platfom SystemML was
built/compiled on.
This JIRA aims to include windows_x86_64, linux_x86_64 and linux_ppc64le jcuda
jars to the extra jar.
This is done to aid with creating fewer release artifacts and make {{pip
install systemml}} easier to do on different platforms.
mac_x86_64 is purposely excluded as more recent macs don't ship with CUDA
capable cards.
