Summary: Flaky right indexing tests

In the past, we had several build failures due to randomly failing tests
related to right indexing. A recent example is
https://sparktc.ibmcloud.com/jenkins/job/SystemML-DailyTest/1247/. Given the
exact parameters of the failed tests, this issue is perfectly reproducible and
should be fixed accordingly.
