Summary: Improved printing of frame blocks

There are currently two issues with the printing of frames, which this task
aims to fix:
* Boolean column values are printed as {{true}} and {{false}} also they should
be {{TRUE}} and {{FALSE}} consistent with our print builtin functions (and R).
* Meta data frames with recode maps are printed misaligned if, for example, the
recode map of the second column has more rows than the recode map of the first
column.
