In contrast to MLcontext, the JMLC API misses a way to set configuration
properties such as \{{<sysml.native.blas>openblas</sysml.native.blas>}} which
is important for compute-intensive cnn scoring applications.
This task aims to introduce an interface for configurable API which is to be
implemented by APIs to ensure consistency.
