The issue showed up on {{algorithms/autoencoder.dml}} over a scaled mnist1m
dataset, where the codegen optimizer was about 25% slower than the codegen
heuristics. Now with the fix, the codegen optimizer is as expected faster than
the heuristics.
Also, I should really do a better job closing finished JIRAs as this was
addressed by
https://github.com/apache/systemml/commit/14ea51be70ede04dfd3d351205b5ab19f1109d91.
