    Description: On modern servers, with close to or more than 100 virtual 
cores, even small serial fractions of multi-threaded operations (e.g., for 
thread pool creation, final aggregation, or dense-sparse conversion) can 
significantly limit the attainable speedup and thus limit performance. This 
epic aims to resolve all related issues for the SystemML 1.2 release.  (was: On
