Description:
In the initial version of paramserv function, a simple scheme
disjoint_contiguous will be implemented.
* Disjoint_Contiguous: for each worker, use a right indexing operation
{{X[beg:end,]}} to obtain contiguous, non-overlapping partitions of rows.
