By default MLcontext assume user submitting the job and create scratch
directory for the user.
We have a kubernmetes cluster where the default user is with diffrent name and
we manage the hdfs using some identity of the real user.
We should provide a way to override the default directory location. I tried
with the setConfigProperty('sysml.scratch','hdfs:///user/\{username}/') but it
doesn't work
