Summary: Increase prominence of Notebook documentation

Currently the primary documentation for running SystemML in a Notebook
(Jupyter, Zeppelin) is buried in the MLContext documentation. Given the
importance of this SystemML execution path for data scientists, the Notebook
documentation needs to be more prominent.
It can potentially be split into its own section.
It should also be linked to not just from index.md but also from the GitHub
README.
