Description: Modify the local linear algebra routines in SystemML such that
those routines do not depend on any unnecessary external libraries. When
possible, err on the side of reimplementing functionality locally instead of
using an external library. These changes should make it easier for other
projects to incorporate these linear algebra routines without adding
