Modify org.apache.sysml.runtime.instructions.gpu.context.ExecutionConfig's 
getConfigForSimpleMatrixOperations and getConfigForSimpleVectorOperations 
methods

Test case before merging (try on different CUDA versions): 
org.apache.sysml.test.integration.functions.binary.matrix_full_other
