Summary: Periodical task checker to detect ping timeout of tasks

Earlier detection of task failure would improve ultimately query response time
in long-running queries. The objective of this issue is to implement the
periodical task checker to detect task failure due to ping timeout.
When the checker detects the ping timeout, it should trigger some event and
send the event to the corresponding task.
