Summary: Query is hanging occasionally by shuffle report

Currently, Query is failed when race condition occur in
{{SubQuery.waitingIntermediateReport()}}. If a event is not complete, other
events will be blocked in AsyncDispatcher.
We should remove the thread lock in event handler.
