Description: The current TablespaceManager only allows registered URIs.
After (was: The current TablespaceManager only allows registered URIs. For
convenience, we need to allow arbitrary URIs which can be handled by existing
tablespace managers. Also, registered tablespaces will be a role as a named
space that users can use in CREATE TABLE or CREATE DATABASE statements.)
