Currently, TajoMaster uses the configuration property {{tajo.root}} as a
default tablespace. But, many users have suffered from tablespace mismatch
problem when they change {{tajo.root}}. This patch lets TajoMaster to fix the
location of default tablespace if {{tajo.root} has been changed.
