Ideally I would have punted to the addOutput method for this jira since its
unrelated to the change. However, since we have discussed it, I am tilting
towards removing the method for 3 reasons
1) symmetry with addInput
2) its easy to add it back if needed but hard to remove
3) its unlikely that most new outputs can get away without a committer. Having
it on the API makes the users have to consider this (aided by javadoc). Not
having a committer can make stuff work magically and fail later on.
