Can this be used to also set tez.runtime.optimize.local.fetch needs to true?
Do the instructions on TEZ-684 need an update post this?
Looks good. Please add a comment in TezClient saying that the FrameworkClient
can update this config. So a copy should not be created before passing it in.
Else in the future someone may do so.
