Final patch
1) Renamed TezEntityDescriptor and TezUserPayload to remove the Tez prefix.
2) Moved UserPayload to the dag api package where EntityDescriptor already 
exists
3) Per offline discussion with [~sseth] changed events to retain byte[] avoid 
memory overhead for the objects.
