[~ozawa] - TEZ_RUNTIME_SHUFFLE_BUFFER_SIZE is not the amount of memory used to
retain fetched Inputs. It's the size of the buffer used by the InputStream when
fetching data over a single connection, and defaults to 8KB (8 * 1024).
The fraction used to hold fetched inputs is controlled by
TEZ_RUNTIME_SHUFFLE_FETCH_BUFFER_PERCENT, and is already a fraction.
