0.7 This comes up multiple times and requires code change on the users part. If
we can do this transparently in Tez then it would make their life a lot easier.
Same for the jira that tracks caching payloads on the Child so that the
AM-Child RPC does not have to send the same thing repeatedly (thinks 1000s of
map tasks with the same payload).
