bq.  I think calling getAppMasterStatus() at the end of submitDAG() can solve 
the problem in TEZ side. What do you think?

2 checks are probably needed. One in TezClient::start for session mode and one 
for submitDagApplication() for non-sessions. In both cases, the return value of 
getAppMasterStatus should be checked and an exception thrown if an error is 
detected.
