Following up on last comment in TEZ-2020 to add the check for 1-1 consistency
in OneToOneEdgeManager. Since TEZ-2020 removes 1-1 edge consistency maintenance
from the framework to the InputReadyVertexManager it may be possible for the
user to provide a custom DAG that does not use this vertex manager that
correctly updates this consistency. So the OneToOneEdgeManager by itself must
have a check to ensure that consistency is not violated. [~rajesh.balamohan]
