In the case where we run tasks within the AM, and downstream tasks need to
fetch data generated by this task - shuffle may not work.
The shuffleToken is currently available to auxServices running on the AM node
manager only if other tasks also run on this. If that doesn't happen, shuffle
from these nodes would fail.
